The US has toppled democratic governments and captured States for far far less than refusing to give weapons to its regime in the Ukraine. The US captured the Macedonian State (by an internal coup) after the ethnic Macedonians refused to put economic sanctions on Russia (several years ago now), the US demand was given more to see an act of fealty or a display of subservience, than for its effects on Russia.
