Once innocent people are accused of being foreign agents, you enter a very dangerous realm. Totalitarian regimes use this method to persecute people who challenge power.
I don't think it's fascism, id label it more like techno-totalitarianism or something. I feel like the economic perspective on fascism is mostly directed at the autarky, and can be leveraged to critique those industries that are prone to a nationalism, and militarism. Arms dealers and military contractors come to mind first in the US as context. I guess the anti-russia thing is kind scape goaty, so that's a fair point, in it's favor. Regardless, it's very, very nasty.
