As an engineer in the 90s I used similar strategies to get funding to front line operations. Key objectives then was production Vs LTIs which increased workers wages spread over less days which of course 😉 made both the company and employees fairly happy. Of blokes weren't too fussed on getting more time off because their wives had ever growing chores.
Safety was an issue and I addressed it and LTIs went to zero instantly.
So you can play with numbers and KPIs to achieve your results. Mine was just honest though.
